The ENACT Deliverable 1 will lay the groundwork for the rest of the project assuming a particularly relevant role within the workflow structure of the project. In this Deliverable a detailed methodology plan will be devised for Work Packages 2,3,4 bearing in mind, not only the main objectives of the ENACT project, but also the fact that all theoretical development must be done in order to allow a smooth and effective "transposition" to the Case Studies and Simulations (WP 5.1). This involves the identification of key issues - both policy and technical questions - and provision of a framework for the adequate integration of the several theoretical approaches undertaken in WP5. This Deliverable is particularly relevant, given that, it is at this phase that methodological concerns : (i)to devise a coherent and workable framework for the Case Studies and Simulations and (ii)to elaborate on the possibilities of a Common Policy/Regulatory Framework for optimal pricing schemes in Transport related Public-P
