Rulers and Ruled in Czechoslovakia and Poland (1945-1968): Practical and Methodological Challenges in the Historicization of a Complex Relationship

Project goals

The mutual perceptions between rulers and ruled under communism are difficult to define. Communist authorities tried to legitimize their rule and keep the political and social situation under control. They were concerned with the “popular opinion” (Paul Corner.) People did accept this rule to some extent, but while negotiating (“I sign this paper, but you let my child go to university”, etc.) A “tacit minimum consensus” (Thomas Lindenberger) was established. We will study the way this relationship has been thematized in the historiography of the 1945-1968 period by confronting three angles of analysis: its “top-down” aspect, i.e. the way the communist rulers viewed the population and its reaction to its policies, on the basis of regime archives; the vision expressed in the existing bibliography (studies and testimonies) on communism, that consistently claimed to present and analyse the “true” popularity of the communist regimes; and the present-day synthesis of these two sources by contemporary historians in their portrait of societies under communist rule.

    Vládnoucí a ovládaní v Československu a Polsku (1945-1968): Praktické a metodologické výzvy v historicizaci komplexního vztahu

    Vzájemné vnímání vládnoucích a ovládaných za komunismu je obtížné definovat. Komunisté se snažili své vládnutí legitimizovat a držet politickou a společenskou situaci pod kontrolou. Byli posedlí lidovým míněním. Veřejnost se s nimi do jisté míry smířila, ale snažila se vyjednávat ("Podepíšu, ale vy pustíte moje dítě na vysokou školu", atd.) Postupně se tak vytvořil "tichý minimální konsenzus" (Thomas Lindenberger). V projektu budeme zkoumat, jak tyto vztahy reflektuje historiografie zabývající se obdobím 1945-1968. Postavíme proti sobě tři úhly analýzy: její "top-down" aspekt, tedy způsob, jakým komunističtí vládci vnímali obyvatelstvo (a jeho reakce na svou politiku), a to na základě archivů (politbyra, StB, atd.); za druhé budeme zkoumat existující bibliografii (historické studie a svědectví) o komunistickém období, která důsledně tvrdila a tvrdí, že se zabývá “reálnou” popularitou komunistického režimu; a nakonec prozkoumáme syntézu těchto dvou pramenů prostřednictvím orální historie soudobých historiků hovořících o svých pracích o české společnosti za komunismu.

    Overall evaluation of the project is not possible due to its premature termination. Three basic problem segments has been elaborated for the Czech milieu, however, the work on Polish case delayed (if started at all). Two conferences were organised (the outputs haven´t been published yet). Fot the time being, the project has one acceptable output. The reports did not follow the rules.
