The Flood Forecast Service operated by the Czech Hydrometeorological Institute routinely generates flow forecasts for 140 stations. During floods, these forecasts are being utilised by flood commissions and water managers as a crucial element in the implementation of mitigation measures. Large reservoirs can influence significantly the flood's passage. While water managers take into account the reservoir's inflow forecasts, they are not obliged to manage the outflows from the reservoirs on the basis of these forecasts, as the operating schedules are not linked to them. This is primarily due to the considerable uncertainty associated with forecasts based on rainfall-runoff model simulation. The incorporation of flow forecasts could facilitate a more timely response, thereby enhancing the protection of human life and property. However, water managers concern about potential water losses in case of the forecast failure. In the context of climate change, where droughts and water scarcity are predicted to alternate with extreme floods, these concerns are becoming more significant.
