Original language description
The fundamental driving force behind current trends in rainwater management (RWM) in urban and suburban areas is ongoing climate change, which manifests itself in cities in the increasing extremity of hydrological conditions. The aim of the research was to develop methodological and software support for the implementation of complex RWM systems in the development areas defined by the master plans of Czech cities. Based on the identified needs an overview of potential tools for public administration that can contribute to the promotion of RWM systems in urban development was compiled. Development of the RainWaterManager software application was based on the principles of multi-criteria analysis of development site conditions. The software is conceived as a self-executable program, while its components are linked to external files – catalogue sheets and preference matrices. For the purposes of the RainWaterManager software, a list of criteria was defined to help the user select a specific measure suitable for the situation that he or she defines. Preliminary site conditions are entered by the user according to the requirements of the local public administration, data from area development plan, surveys and analyses of the area or from available analytical maps of thematic geoportals. A scoring method is used in the RainWaterManager software to construct the decision matrix and express preferences. For the evaluation within the application software, we designed a custom blue-green infrastructure coefficient for the needs of Czech cities based on an adaptation of the Helsinki Green Factor indicator.
