Modelling the impacts of CAP Pillar 1 and 2 measures on local economies in Europe: testing a case study-based CGE-model approach
Original language description
This paper uses a rural/urban CGE model to assess the effects of Pillars 1 and 2 CAP in two EU areas. The Pillar 1 measures simulation results show that full decoupling and increased modulation generate negative impacts; primary activity is mostly hit, while rural losses are considerable and are not fully compensated by efficiency gains. The impacts of Pillar 2 are rather mixed, showing that local economy linkages play a major role in the determination of economy-wide effects.
