From being a science (medical research) medicine is mainly concerned with diagnosing and treatment of health disorders. We perceive this part of medicine as a specific service - provision of healthcare. Of course medicine is also art (how skillfully theservice is provided). Like any other worthwhile service provision of healthcare should be a logical sequence of defined steps (a process) reaching a defined goal. Often this process is financed by means of public funding, with a need for careful resourceallocation. The final goal of any healthcare system is to provide high quality service to as many consumers as possible within the limits of available funding. To aid responsible people and organizations with this task, we described the provision of medical services in a structured way creating the Standard of Efficient Medical Care (SEMC).
