Five National Metrology Institutes (NPL, CMI, LNE, MKEH, PTB) in EU are collaborating in a three-year project for improvement of measurements of thermal conductivity of insulation materials and thermal protection materials up to 800°C. Comparisons of thermal conductivity results from existing industrial or research techniques have shown levels of scatter sometimes over 100%. Even comparisons between reference laboratories have given scatters up to 15%. The lack of accurate thermal conductivity data formaterials is a main limiting factor for designing efficient systems. Furthermore, new regulations in EU require producers of insulation materials to declare the thermal conductivity data for products sold in EU. The thermal conductivity and/or thermal resistance must be specified with a precision of 10- 3 W/m. K.
