The paper focuses on Gladstone's attitude to navy estimates in 1894. Owing to his reluctance to increase navy expeditures, he was forced to retire. Study analzses both Gladstone's point of view and attitudes of his opponents to naval armament and thus portrays circumstancies of Gladstone's retirement.
