Der Beitrag evaluiert das Verhalten der Provinz Holland, des prominentesten Befürworter des Friedens, auf der Plattform der politischen Institutionen der niederländischen Republik. Holland sah davon ab um den Frieden zu laut zu befürworten, und warb dagegen für umfangreiche antikatholische, Antidiplomatie- und Antikorruptionsmaßnahmen, mit dem Ziel, seinen allzu "liberalen" Ruf loszuwerden in den Augen seiner Partnern und der Öffentlichkeit.
