German as a minority language in the Czech Republic: Diverging Interests and Power Imbalances concerning the Extension of Protection for German under the ECRML

  • Original language description

German has a dual status in the Czech Republic. On the one hand, it is the second most frequently chosen traditional foreign language in the school system. On the other hand, German is also a minority language protected by the European Charter of Regional and Minority Languages (ECRML), ratified by the Czech Republic in 2007. The ECRML was "re-ratified" in 2024 to strengthen the protection of German, since its situation was considered problematic by some social actors. The paper provides an overview of the activities leading to the second ratification of the ECRML, as they have been carried out since about 2018 by the main social actors: the Government Council for National Minorities, the Assembly of German Associations in the Czech Republic (Landesversammlung der deutschen Vereine in der Tschechischen Republik) in cooperation with the Union of Germans and Friends of German Culture in the Czech Republic (Verband der Deutschen und der Freunde deutscher Kultur in der Tschechischen Republik), and the Ministry of Education. The data presented will be analyzed using the Language Management Theory.
