In contemporary international law, where most rules appear in international treaties or other written sources of law, there is one important corpus of rules that remains in unwritten: customary form. This is the law of international responsibility, which has not been systematized for a long time. In a sense, the system of the law of international responsibility came into existence thanks to its codification, in particular the one achieved by the International Law Commission of the United Nations (ILC).
