The most recent catalogue of human rights for the Member States of the European Union emerges from the EU Charter of Fundamental Rights. This document, adopted first in the form of a nonbinding, political declaration in 20001, has evolved into the legally binding text by reference in Article 6 paragraph 1 of the Treaty on the European Union, as amended by the Lisbon Treaty. Once the Lisbon Treaty (2007) entered into force on 1 December 2009, the Charter of Fundamental Rights became a part of the primary law of EU.
