    The chapter analyzes diverging academic, administrative, political, and civic discourses concerning social rights of citizens as the criteria applied to public policy making in the Czech Republic since 1989. Theoretical assumptions and methodological considerations lay the ground for an analysis of the languages and contents of political, administrative, academic and civic discourses on social rights. Barriers to cross-border public discourses at the national level are identified, as well as potential ways to overcome these barriers.
