Security Identity of the Visegrad Group : Civil Security Perspective
Original language description
In the paper, we seek after a common identity of the Visegrad Group (V4) in the field of civil security. We answer the question whether the V4 is, or can potentially become, an important actor in the matters of civil security. As a starting point, we usethe Group's Declarations, upon which we identify different sub-fields of civil security and compare and contrast these based on the actual developments in these respective fields. We do so based on the study of available documents, grey literature and expert interviews conducted in the V4 countries. We come to the conclusion that, indeed, in some sub-fields of civil security, a Visegrad security identity can be identified. We discuss this for different fields of civil security, namely the disaster management, energy security and counter-terrorism.
