    The article provides the analysis of the elite transformation from Soviet system to post-Soviet realities in Turkmenistan. It argues that the political culture and last stage of perestroika iwas influenced by the personality of then the First Secretary. His actions including elimination of opposition parties, containment of perestroika ideas implementatin and cadres policy determined further development of authoritarian regimes in post-Soviet Turkmenistan.
