    Understanding Policy Failure and Policy Success: the Czech Republic Perspective

    This paper deals with evaluation of public policies, as well as the criteria upon which we can evaluate them as failing or successful. Such an analysis of a policy success and policy failure is not easy. In literature, we cannot find an established and unified definition of the above and only one approach to policy evaluation is not prevalent. Our viewpoint is based on two approaches to analysis of policy success and policy failure. We work on the theoretical assumption of two dimensions for the evaluation of policy success and policy failure - program and politics, by Mark Bovens and Paul &apos;t Hart. Secondly, we based this article on the work of Allan McConnell and his presumption of three dimensions - process, program and politics. The goal of the paper is to explore and discover whether this theoretical background is sufficient with the aim to refine it (especially in the context of the Czech Republic). Our methodology approach is based on the above-mentioned theoretical bases and in-depth semi-structured interviews with Czech experts, policymakers and bureaucrats and their perception of policy failure or success.
