Original language description
What has made Ukraine so successful in repelling Russian cyberaggression thus far? This study examines three possible explanations: 1) Russian cyber-capabilities proved less effective than expected, 2) Ukrainian cyber-capabilities proved more effective than expected, and 3) cyber-space itself proved less suitable for military use than expected. First, the chapter addresses the concept of cyber-war from the existing scholarship as a theoretical point of departure. This is to clarify what a predominantly pre-war literature thought cyber-war would look like, and how it thought it could affect the scale and dynamics of interstate confrontation. Then, the chapter critically tests the aforementioned hypotheses against availableempirical evidence coming from Ukrainian-, Russian-, and English language sources. Finally, the study juxtaposes its findings with the scholarship's prior expectations and outlines key lessons observed from the Russo-Ukrainian cyber-war to improve our understanding of the cyber-kinetic nexus of modern warfare.
