Original language description
On January 30, 2024, Ordo Iuris, a Polish Catholic conservativelegal network, publicly claimed credit for blocking the ratificationof the Istanbul Convention by the Czech Senate. The vote failed toreach a quorum in large part due to the aggressive campaign thattargeted Czech senators. How was the bill killed? While Ordo Iurisasserted direct influence, our analysis suggests that the decisivefactor behind the bill's failure lay in the internal divisions within themainstream confessional parties. We document how a coordinatedpressure campaign-evidenced by emails sent to senators' inboxes,though their origin cannot be independently verified-was mirroredin debates on the Senate floor. The talking points and pressuretactics of transnational advocacy networks ignited dormant partydivides. The Senate debate, and the vote that followed, transformeda marginal, non-controversial ratification of the Istanbul Conventioninto a culture war flashpoint, empowering a small but vocal sociallyconservative faction within the ruling coalition.
