Challenges for national regional policies in the New Member States
Original language description
The aim of this chapter is a contribution to the debate about the proper role and proper design of national regional policies in New Member States under the condition of simultaneous implementation of vigorous EU cohesion policy in these countries in programming period 2007 - 2013. The paper starts with brief elaboration of changing regional development context. The following section deals with complex issue of mutual interplay between EU cohesion policy, national sectoral policies and national regionalpolicy. It is argued that sectoral policies are often exhibiting much more profound regional impacts than the "explicit" regional policy. The next section is devoted to discussion of conceptual and technical dilemmas of a design of national regional policies. The following part presents the proposal of the new "MODEL 5 S" of regional policy stressing the five key components of modern regional policy.
