Although it is relatively well-known in Britain and Ireland (for example see Healy, 2003), the problem of 'energy poverty' has rarely been investigated in the post-socialist context. This paper connects the phenomenon of energy poverty in transition to the poor co-ordination of energy, welfare, and housing policies in the relevant government departments.
