Presentation is focused on role the national space agencies could play in the overall European space governance. National space bodies are created by countries to obtain benefits from space activities. Space agencies represent a part of national infrastructure for innovation. Objectives of the space agencies should change to be mainly responsible for edge cutting research and development programmes and for supporting public users to operate space-based systems only.
