This chapter reviews how combining administrative and survey data can improve survey accuracy. It emphasizes recent research on government income transfer programs and discusses the advantages of administrative data and record linkage for data users in academia and policy. The chapter shows how linked data can be used to estimate total survey error and decompose it into key components, such as generalized coverage error, item nonresponse error, and measurement error. It then discusses each of these three error sources. The chapter summarizes how linked data can be used to examine the nature and consequences of errors, reviews the evidence on the extent of error and discusses how data linkage can contribute to improving the problem. It provides an illustration of how data linkage can improve measures of poverty and the income distribution.
