Original language description
This paper first discuses the nature of allowance organizations and the reasons for which they are considered already antiquated forms of non-profit subjects. Afterwards the concept of public institution is defined and non-profit subject is introduced asa subject of property rights. Critical remarks on recent legal regulation of tasks in question are made. In the end the most important points concerning future transformation process are stressed.
