Public administration must serve society and it should comply with the requirements of good governance.The theses on ?service to public? are accepted by Czech administrative jurisprudence and administrative science, including principles which deserve thestability of decision-making by public administration, represented by principles of legal certainty, predictability and legitimate expectations. The paper elucidates the legal regulation, practise and problems connected whith application of these prinicples by administrative authorities in the Czech Republic, and also the process of approaching the "european" standards in this field.
