Original language description
European aspects of local self-government represent one of the features that can and should contribute to the real free movement of persons within the European Union. The reason is, simply said, that the movement of persons within the EU is always movement not only in the territory of the national states, but at the same time in the territory of municipalities and cities that are units of territorial self-government. The text of this contribution focuses not only on the activity and documents of the EU(special attention is paid to the principle of subsidiarity and the municipal right of EU citizens to vote and to stand as a candidate), but also on the activity and documents of the Council of Europe (mainly on the European Charter of Local Self-Government).
