Approach to Strategy at Public Administration Organizations in the Czech Republic
Original language description
The paper is focused on strategy at public administration organizations (next PA organizations). PA organizations have to improve economic and social environment by offering quality services. Strategy can help to improve activities of PA organizations. Alot of principles of strategic management are possible to use in public sector (e.g. Bryson, 2004; Llewellyn & Tappin, 2003). It is required to implement basic strategic principles as vision, mission and strategic plan (Skietrys, Raipa & Bartkus, 2008). However, it is necessary to take account of some characteristics of PA organizations. Boyne (2002) mentioned that PA organizations are more bureaucratic, and public managers are less materialistic and have weaker organizational commitment than their private sector counterparts. The objective of this paper is to confirm or disprove hypotheses connected with perceiving strategy and strategic management in PA organizations.
