Presented paper illustrates issues of geodata content definition, formalization, and visualization within emergency management. Due to the overall complexity the proposed solution is described with a limited parameters using specific scenario dealing with the traffic accident and transportation of dangerous chemical substances. First of all the scenario domain description is given. It includes the rescue units intervention at an accident with dangerous substances, commander intervention related activities and their cooperation on tactical level. Based on the analysis of the action (e.g. intervention organizing) and types of situation (e.g. accident of vehicle with dangerous substances) in emergency management it is possible to define context-aware scenario in which geographic information supports decision making. After analyzing user needs on data, relevant data sets are chosen. Action and situation are the most important aspects determining role of geodata and thus its visualization.
