Original language description
The paper primarily deals with impacts of the economic crisis on regional self-governmental units in the Czech Republic. The first part shows whether there is a change in the vertical allocation of resources and if the crisis resulted or could result ina change in horizontal equalization between different levels of public administration as a result of revenue cuts or according to local needs generated by the crisis. The qualitative part of the paper demonstrates whether and how individual regions are operational during unexpected circumstances. The economic crisis can help us to examine the quality of regional budgetary processes by drawing up the budget. We mainly monitor how regions were able to calculate slump in their revenues in the year 2009. Consequently the ensuing budgetary arrangements made by regions, which should face the fall in revenues, are kept under observation.
