Original language description
We empirically estimate the political-budget cycle in member countries of the European Union. In general, democracy depends on three characteristics in these countries: shared power, openness and adaptability. We suppose that governments are motive to make electoral manipulation in the countries which have lower level the openness of democracy (typically post-communistic countries). We construct the open democracy index and find out the correlation between this index and effectiveness of government.
