The Circular Economy (CE) is a current European phenomenon following the green economy. The recent EU Action Plan for the Circular Economy points out the necessity to move from a linear economy (take–make–consume–dispose), where resources are simply extracted, used and thrown away, to a CE where resources are put back in the loop. The objective of the paper is to propose a model of a road map to the CE for the municipalities of the Czech Republic. This model includes the following consecutive modelling steps: the identification of appropriate municipal waste streams using the waste codes of the European List of Waste and computational formulas to determine the amounts of material involved; the processing of historical annual municipal waste stream generation and treatment reports (2009–2014) produced by waste generators and facilities, and the analysis of their data sets; the determination of driving forces for municipal waste streams and the identification of the purpose of government intervention.
