Positive and Adverse Effects of Fiscal Decentralisation
Original language description
While there are apparent advantages of fiscal decentralisation, it can also create co-ordination problems of nationwide policy objectives, notably those related to equity and macroeconomic stabilisation may be more difficult to achieve with greater sub-national autonomy. Based on the set of these issues the paper describes the macroeconomic consequences of fiscal decentralisation, the degree of fiscal decentralisation by aggregate revenue and expenditure indicators and the institutional arrangements required to achieve consistency between decentralisation and overall macro-economic policy aims.
