The economic studies are usually attempts to measure the "economic value" of selected institutions, businesses or investments and their services. Public libraries are a specific type of economic activity on which the traditional analyses of economic impacts are not applicable. Therefore, in most cases, different methods of measurement are used, which provide a suitable methodology for determining the value of library services. The methodology of suitable methods is based on the evaluation of public goods using two approaches. The first is the indirect approach, based on observation of market behaviour, from which the value is obtained (economic models use). The relationship between the behaviour and the value of non-market goods are explained by methods of this approach. Another approach is based on the determination of values, where empiric material is obtained by asking users for their preferences.
