    The company Povodí Odry (The River Odra Basin) is in charge of the river network system and the control of water runoff from the basin of the area of Northern Moravia, the total area of which is approximately 6252 km2. This part of Moravia is situated inthe upper part of the Odra River basin. This is the area where decisive flood passages originate. The management of the Povodí Odry company is aware of potential risks of the occurrence of catastrophic floods and their consequences. In its effort to forecast the runoff from the basin from rainfalls, and in the effort to utilise the transformation reserves contained in the system of reservoirs, the management began as early as 1991 to extend the water-management dispatching by the possibility of the operative control.
