The basic user's requirement on a data network is to realize data transmission among users connected to the network. This is enabled by a suitable network control. In networks whose control is not fully decentralized a central element that manages the network control and monitor is required. This article deals with the conception of such a central element for monitoring networks with dynamic endpoints.
