Czech Private Pension System: A Review
Original language description
Czech private pensions are dominated by a simple product that cannot be obtained anymore despite the fact that it meets the current criteria much more than mutual fund-based retail products previously recommended by neoliberal theory. The reforms orchestrated mostly by lobbyists led to a significant deformation of the pension savings market and gave rise to different systems of high state support and factual support of high-cost products. There are unequal conditions for pension products, for both their consumers and sponsors (employers) and their providers, as well. With the coverage exceeding the number of economically active persons, this "system" can be characterized as a soft compulsion scheme, the second pension pillar according to the World Bank's typology. A reform has to unify conditions and support low-cost products and providers.
