    Czech pension reform: quo vadis?

    The Fiala government pledged via its programme statement to submit real pension reform proposals by the end of 2023 with the aim of setting up a stable system of fair pensions. The basic component (the flat pension) would be increased so as to reflect both the requirements for the dignity of life in old age and the financial resources of the state. It was planned that the second main component would be merit-based, i.e. it would depend on the insurance premiums paid and the number of children raised. The reform of the personal pension savings system has been conducted accompanied by the introduction of new products and the unification of tax support for personal pensions. However, a monopoly on the state contribution to supplementary pension savings continues to be held by inefficient pension companies. The hitherto intensive support for early retirement has merely been reduced. No comprehensive pension reform concept has been developed; only efforts to promote individual, marketing-based changes. The key problem remains the incomprehensibility of the public pensions system, which stems from the fundamental reduction limit in the calculation of the percentage amount of the pension. This problem can be solved via the technical reform of pensions. It seems rational to include pension insurance premiums within a single social security contribution, which would be paid only by employers and the self-employed.
