Original language description
This paper tries to clarify the grounds and process of the strategic planning in a small city in the Pilsen region, that decided to accelerate its potential for local development. Possibilities and difficulties of the strategic planning process are analysed in terms of responsible public administration. Methods used in the paper are quantitative analysis, results of the surveys, focus group and a BSC method. Result of the paper is a dynamic strategic plan with balanced objectives that respect the needs of local inhabitants. These goals were gained during work in focus groups in combination with the city´s realistic possibilities, as well as with consideration of actual use of the potential mainly for permanent residents and also for visitors and potential residents.
