Original language description
This short study shows that the so called friends-and-neighbors voting (or effect) can be seen in the 2009 Czech elections to the European Parliament at the local, district and regional levels. As this effect is usually studied within the winner-takes-all (or so called first-past-the-post) electoral system, a method for measuring in proportional electoral systems is also proposed in the text, calling for the use of the so called preferential votes where available.
