The article deals with the matter of correctness of reforms in the field of social investing and social insurance systems. Under correctness (or on the contrary incorrectness), we understand whether a reform has been prepared professionally and serves inparticular for solution of real problems or whether it includes serious defects forced by certain interest groups which enable transfer of part of public funds in favour of private lobby. It provides a review of theoretical instruments enabling assessment to what extent the reforms are feasible in specific conditions and correct or not at specific time. The final section provides a review of opinions of the specialists? community, proving the topical nature of this subject matter.
