Credit Risk and the Paradox of Financial Stability
Original language description
The paper focuses on the identification of sources of systemic risk which is one of the key tasks in conducting macroprudential policy in central banks. To succeed, the macroprudential analyses must be focused primarily on the identification of latent risks being generated in the balance sheets of financial intermediaries and their clients. It may be rather difficult to distinguish normal cycle fluctuations and long-term trends from a dangerous financial cycle. In addition, the analysts may sometimes fail to understand that seeds of future financial instability may be emerging in good times when actual indicators of risk seem to be the lowest. This challenge is documented by empirical analysis, result of which can be used in early identification of sources of systemic risk.
