The adoption of the new Social Services Act resulted in the implementation of all modern elements, which are currently applied within the systems of social services in developed European countries, in the system of social services in the Czech Republic.At the same time; however, the role of the government in the given area has increased dramatically; the entire system is built on central, administrative/directive elements that significantly prevent the development of the social services system as a whole, which is very alarming, particularly in connection with consequences of population aging. From this perspective, the area of social services is thus at an imaginary crossroad and it is necessary to seek new stimuli for ensuring their further development. The key factor in this regard is the change of the social services financing system, consisting in the elimination of directive approaches of the state and the replacement thereof with liberal elements.
