This chapter provides a critical overview of the key measures the European Union has adopted to fight terrorism following September 11, 2001. While on the one hand the European Council adopted a comprehensive Plan of Action and reached political agreement on a number of important counterterrorism initiatives, including strengthening of Europol and Eurojust and the introduction of a European Arrest Warrant, a closer analysis reveals that the EU counterterrorism policy suffers from an implementation deficit and a multitude of political, legal, and cultural challenges still need to be overcome in order to make it less of a paper tiger and more of an effective counterterrorism device.
