The article focuses on the issues of the real impacts of climate change on the functioning of villages, towns and regions and on the consequences regarding safety and security brought about by this change. The article deals with searching for a way of defining and measuring threats, which hand in hand with the progression of the consequences of climate change may appear in towns, villages and regions of the Czech Republic. On the basis of the analysis of the existing theoretical findings, a typology ofthe threats connected with climate change to Czech towns, villages and regions has been introduced. This typology serves as a basis for the evaluation of threats connected with climate change applying the DELPHI2 expert method (verified in a pilot studyfor the city of Hradec Králové).
