The task of regional policies in general is to ensure the mutual balance between individual areas and territories. So far we have been missing an objective and politically as well as “professionally” uninfluenceable and independent instrument at both regional and local levels, which would allow the monitoring of individual urbanizing and developing processes and thus objectively ascertain the status of changes in the territory. Therefore, an instrument for measuring territorial dynamics over time for the regional development evaluation is missing. The article presents the methodology of measuring and monitoring territorial changes based on night-time remote sensing data, which can be used for measuring changes on a regional and local level, as a territorial dynamics indicator. The territorial dynamics indicator consists of two sub-indicators, namely a) the trend of light intensity development over time and b) the value of the year-on-year change in the light intensity (increases or decreases).
