Throughout its existence, the city has always faced the problem of poverty. We find the roots of modern European poverty policy as early in the Early Modern period, based on the conviction that poverty policy is not only a matter for private and Church facilities, but falls under the main tasks of the state. The Austrian, or Czech particularity in the system for combating poverty during the turn of the 19th century was the merging of stte interest with Church and urban structures by using institutions for the poor in the area of open care for the poor. The system of the institutional care joined the area of the health care and care for the poor. The original system from the Enlightenment period, which handed the responsibilities of the poor relief primarily into the hands of the state, had in Bohemia of the 19th century transformed and handed over this responsibility to local authorities as a result of lack of finances. At the turn of the 20th century, a new approach was implemented in resolving the traditional poverty-related issues. The new concept of social policy then became the point of departure for the reorganisation of the social sphere within state and communal administration in post-war Czechoslovakia.
