The increasing importance of artificial intelligence (AI) in the public sector is evident; however, current research exhibits heterogeneity with thematic and methodological imbalances. In this study, we focus on the readiness of European countries to implement AI in the public sector and its relationship with sustainable development. The conceptual part involves developing a theoretical framework for assessing the readiness of AI implementation, achieved through constructing an Artificial Intelligence Readiness Index (AIR index). Using the AIR index, countries are mapped and grouped using the clustering method. The results show that Northwestern European countries demonstrate higher AIR index levels. The empirical part of the study aims to capture the relationships between the level of AIR index deployment and sustainable development outcomes in European countries. The study confirmed that the AIR index and its components (sub-indices; digital infrastructure, digital government, digital society) are related to sustainable development in general and particular Sustainable Development Goals.
