Original language description
Financial ceiling is an instrument of the EU fiscal (budgetary) policy. Ceiling is used both in the revenue and the expenditure policy. Ceiling settings is an important instrument of the EU annual budget and financial perspective preparations, settings and approvals. Paper analyzes theoretical aspects and methodology of the financial ceilinig as the special instrument of the fiscal policy. In the second part paper describes its application in the EU fiscal policy. Paper compares the financial ceiling ofthe revenue side to the expenditure side of the EU budget, identifies common characteristics and differences.

Czech description
Finanční cílování je nástrojem fiskální (rozpočtové) politiky EU. Cílování je použito jak na výdajové tak na příjmové straně rozpočtu. Nastavení cílování je důležitým nástrojem každoročního rozpočtu EU a přípravy, navrhování a schvalování finanční perspektivy.Článek analyzuje teoretické aspekty a metodologii finančního cílování jako speciálního nástroje fiskální politiky. Druhá část příspěvku popisuje jeho použití ve fiskální politice EU. Příspěvek porovnává finanční cílování příjmové a výdajové stranyrozpočtu EU, identifikuje společné znaky a rozdíly.
