Original language description
The paper describes progress and state of art in distribution of information in crisis and extraordinary situations. Special attention is given to the potential of the Radio-Help application. Article presents some examples of forced deactivation of current information channels (Internet, mobile network). In accordance with Haddow describes four basic phases for effective communication strategy: mitigation, preparedness, response and recovery and defines the basic differences in the distribution of information in individual phases. Special attention is given to the description of German ?Katwarn? (Catastrophe Warning) system and ?Danger Alert Communication System? with emphasis on their weaknesses. They are compared with features of broadcasting based system Radio-Help. The paper outlined possibilities of an early warning system Radio-help in stationary as well as mobile A/ V devices..
