The Eastern European region, as defined by the European part of the former Soviet Union, offers good conditions for an analysis, as the whole area used to be a part of a political entity: at first, it belonged to tsarist Russia and later the Soviet Union(till December 8th, 1991). After the collapse of the Soviet empire, only some of the newly formed independent states decided to follow the path of European integration. The territorial aspect is not insignificant as the Eastern European countries fill half of the European area. This study compares differences in development among the Eastern European region countries that joined the European Union (i.e. Estonia, Lithuania, and Latvia) and the remaining European countries (Russia, Ukraine, Moldova, andBelarus) that have certain connections to the European Union, in terms of several selected indicators of institutional quality..
