Original language description
Financial and banking regulation and supervision has been in existence for many years in all industrial countries. But its general role changed substantially during the last 10 - 20 years: from supervision focused on narrowly oriented protection of depositors to the protection of the whole financial system, to a barrier against a systemic risk of the financial system. The paper asks if a centralised supervision is needed in the European Monetary Union (EMU). Despite of the fact that it is refused for the time being there is no other chance from long-term point of view.

Czech description
Finanční a bankovní regulace a dohled funguj ve všech hospodářsky vyspělých zemích řadu let. Jejich celková úloha se však v posledních 10-20 letech podstatně změnila: z dohledu orientovaného na úzce pojatou ochranu vkladatelů k ochraně celého finančníhosystému, k bariéře proti systémovému riziku finančního systému. Stať si klade otázku, zda je žádoucí centralizovaný dohled v Evropské měnové unii (EMU). Odpověď zní: ano. Přestože je takový dohled v současnosti odmítán, z dlouhodobého hlediska neexistuježádná jiná alternativa.
